HUD’s new Universal Notice recommends the creation of Citizen Advisory Committees (CACs) in all states and territories receiving CDBG-DR funds—a policy shift shaped by Puerto Rico’s model, which centers community voice in disaster recovery planning.
Earlier this year, HUD published the long-awaited Universal Notice outlining the new requirements and recommendations of their long-term disaster recovery program, the Community Development Block Grant-Disaster Recovery (CDBG-DR) program. Amongst these was the recommendation that states and territories create and facilitate a Citizen Advisory Committee (CAC) as they carry out their CDBG-DR programs, a process that the Puerto Rico Housing Department has officially implemented since 2021.
